KPN, Odido and Vodafone sell the Duo with a plan and device credit. That needs a BSN, a Dutch IBAN and a BKR credit check; the phone stays eSIM-only either way.

Can I buy the iPhone Duo in the Netherlands without a BSN or Dutch bank account?
Yes, if you pay for the phone outright. Apple, Coolblue, bol, MediaMarkt and Amazon.nl accept credit cards and only need a Dutch delivery address. A BSN, Dutch bank account (IBAN) and a BKR credit check are only required for a contract with device credit (toestelkrediet).
Does the iPhone Duo work with my foreign SIM?
The iPhone Duo is eSIM-only worldwide, so there is no physical SIM slot. Any provider that issues eSIMs works, including most UK, German, Belgian and US carriers. If your home provider only offers plastic SIMs, you will need a Dutch eSIM (KPN, Odido, Vodafone, Lebara and Simyo all offer them).
Is the iPhone Duo cheaper in Germany than in the Netherlands?
Slightly. Every storage tier is €40 cheaper on apple.com/de (€2,299 vs €2,339 for 256 GB). apple.com/de does not ship to Dutch addresses, so you need an Apple Store pickup or a friend across the border; Amazon.de and MediaMarkt.de generally do deliver to the Netherlands. The EU warranty applies either way.
